Item Description
One white mana, and the battlefield runs on your schedule. Authority of the Consuls makes creatures your opponents control enter tapped, and you gain 1 life whenever one does. Hasty attackers lose their surprise, freshly cast creatures can't block right away, and every opposing token army becomes a stream of free life.
That combination makes it a superb early play. Against aggressive decks it buys you a full turn every time a creature comes down, and in Commander it punishes token decks and haste-based strategies while topping off your life total. White lifegain decks get a steady trickle of triggers to feed their payoffs, and control decks get time to set up their answers. For a single mana, it does a remarkable amount of work.
First printed in Kaladesh, this is the Foundations printing, collector number 137, a rare illustrated by Lake Hurwitz, in non-foil. Its flavor text reads: "Citizens are free to do as they wish, within the confines of the Consulate's laws."
