Daleks. Cybermen. The Master. Doctor Who has always been defined as much by its villains as by its hero, and the Masters of Evil Commander deck finally gives them the spotlight. Released in October 2023 as one of four Universes Beyond: Doctor Who precons, it is a blue-black-red deck led by Davros, Dalek Creator, and it is the only deck in the lineup with a single commander rather than a Doctor-and-companion pair. The box art alone puts Missy, a Cyberman and a Dalek front and center.

The signature mechanic is villainous choice. Instead of picking a bad outcome for an opponent, you force them to choose between two bad outcomes, and either way you come out ahead. It captures the classic Doctor Who villain scheme perfectly: no clean escape, only the lesser of two evils. Grixis colors back it up with card draw, removal and the kind of punishing effects that make a multiplayer table very nervous about leaving Davros alone in the command zone.

The appeal for Whovians is seeing decades of the Doctor's enemies, from the creator of the Daleks to the Master's modern incarnations, gathered into one deck with new Universes Beyond art. If you have always secretly rooted for the Daleks, this is the most satisfying way to bring the show to a Magic table, and it leaves plenty of room to recruit even more villains as your collection grows.
