Every SimCity 2000 city begins with the same small act of faith: a patch of empty land, a modest treasury and a power plant you can barely afford. Lay down a few residential, commercial and industrial zones, run some roads, and within a few in-game years your Sims are demanding schools, hospitals, police stations and something to do about the traffic. Will Wright and Fred Haslam's 1993 sequel to the original SimCity turned that loop into one of the most absorbing simulations of the decade, and the PlayStation release brings it to the couch.
What made 2000 such a leap was depth. You sculpt the terrain before you build, then dig beneath it, because an entire underground layer carries water pipes, subway lines and road tunnels. Ordinances let you legalize gambling, push a youth curfew or fund a neighborhood watch, and the city newspaper mixes real warnings about your budget with absurd headlines that give each city a personality. Grow big enough and the future arrives in the form of arcologies, enormous self-contained towers that redraw your skyline.
The PlayStation version, adapted from the Sega Saturn port, has a few tricks of its own. It folds in scenarios from the Great Disasters add-on, including a volcano erupting in Portland, and it adds a street-level 3D ride-through that lets you tour the city you built from the perspective of a car, something the original computer release never offered. It also gave the PlayStation Mouse a real reason to exist: on a standard controller the menu-heavy interface takes patience, while the mouse makes zoning and building feel much closer to the desktop original. The visuals are lower resolution than on PC, and reviewers noticed, but the simulation underneath is the same addictive balancing act.
This is the 32-bit console take on the city builder that defined the genre in the 1990s, and the ride-through tour alone makes it a fun companion to the PC version on a retro shelf. Few games are better at swallowing an entire evening one tax rate at a time.
It has all the features, flexibility, art, animation, and power you need to create an environment of your dreams. Choose from a selection of bonus cities and scenarios to rule or ruin as you please. Build schools, libraries, hospitals, zoos, prisons, power plants, and much more... Lay down roads, railways, and highways. Explore the underground layer and build subways and utilities without compromising your aesthetics. Customize different buildings or design your own graphics sets from scratch. This is the ultimate classic Maxis city-building and management simulation. If this game were any more realistic, it'd be illegal to turn it off!
