Item Description
Every attacker pays a toll at your door. Propaganda, a three-mana blue enchantment, says creatures can't attack you unless their controller pays two generic mana for each creature they send your way, turning combat into a budgeting exercise for everyone across the table.
In multiplayer Commander, that is often enough to redirect the fight. Opponents facing a tax on attacking you and none on the next player usually pick the cheaper target, giving control and combo decks the breathing room they need. Go-wide token decks hate it most, since a dozen attackers would cost twenty-four mana, and pairing it with other attack taxes builds the classic pillow fort that dares anyone to come through. It costs little, starts working the turn it lands, and never needs to target anything.
This is the Commander 2020 printing, collector number 123, an uncommon illustrated by Clint Cearley, in non-foil. Propaganda has been a blue defensive standby since Tempest, and this reprint carries Cearley's artwork along with Nekusar, the Mindrazer's pointed flavor line about extracting the cost of opposition from your wits.
