Item Description
Propaganda doesn't stop anyone from attacking you. It just sends them a bill. For three mana, this blue enchantment says creatures can't attack you unless their controller pays two generic mana for each creature attacking you, so every combat step becomes a math problem for your opponents.
That tax is why it has been a Commander favorite for years. In multiplayer games it nudges opponents toward attacking someone else, buying time for control decks, combo decks and slower value engines to set up. Token swarms and go-wide strategies feel it most, since paying two mana per creature quickly becomes impossible, and it stacks with similar tax effects into a full pillow-fort defense. First printed back in Tempest, it has been part of blue's defensive toolkit ever since.
This is the Commander 2013 printing, collector number 53, an uncommon illustrated by Clint Cearley, in non-foil. Its flavor text is credited to Nekusar, the Mindrazer, a commander introduced in Commander 2013, and it lands with a villain's smirk: "The cost of your opposition will be extracted from your wits."
