In the first NES Godzilla game, you were the monster. Godzilla 2: War of the Monsters flips the script and puts you behind the sandbags. Toho's 1992 sequel to Godzilla: Monster of Monsters drops the side-scrolling brawls entirely and makes you commander of the Allied Defense Forces, the last line between Japan and a full-scale kaiju assault.
It plays as a turn-based strategy game on a map, driven by simple pop-up command menus that keep the controls easy even when the situation is anything but. You place your forces, including the controversial new smart weapons the defense forces have been waiting to use, then decide when to open fire and when to give ground as the monsters advance. The monsters are not all on the same side, either: some of Toho's giants come to the aid of the defense forces, so the tide can turn when the right creature joins the fight. The tension comes from watching something enormous lumber toward a city while you work out whether your line will hold.
Critics in 1992 called it a perfectly serviceable strategy game while wishing for more of the first game's action, and that is a fair read. This is a slower, more thoughtful kind of Godzilla game, built on positioning and patience rather than reflexes.
Every Godzilla film has those scenes in the command center, where officers hunch over a map and argue about how to stop the monster before it reaches the city. War of the Monsters is the game made from those scenes. Paired with Monster of Monsters, it shows two very different answers to the question of how to bring Toho's giants to Nintendo's 8-bit console, and it is the one to play if the military side of kaiju movies has always been your favorite part.
The earth is besieged by Godzilla and monsters, and is in a critical situation. Who will be the ultimate winner, human wisdom or the instincts of the monsters? A highly challenging yet simple simulation game to play! Just choose the commands from the "pop-up" menu and all operations can be done easily. Concentrate on your battle strategy and destroy all the enemy monsters on the earth. Popular monsters are up against the newest "smart" weapons! As the commander of the Allied Defense Forces, you place those controversial smart weapons on the map. Fire and attack as you see fit. There are even some monsters that come to the aid of the Allied Defense Forces!
