Our grade: Near Mint. Pictured: this printing of the card. Every card ships triple-sleeved — a soft sleeve, a deck sleeve and a rigid top loader.
Time or money? Expropriate puts that question to the whole table, and in a multiplayer game there is no answer your opponents will like. Starting with you, every player votes. Each vote for time gives you an extra turn after this one; each vote for money lets you take control of a permanent owned by that voter. Then the spell exiles itself, leaving you to enjoy the spoils.
That council's dilemma mechanic is what makes the card such a memorable Commander finisher. Opponents who vote money hand over their best creature, artifact or land, while anyone who votes time gives you more turns to use everything you already have, and you cast the first vote to steer things your way. Nine mana is a serious ask, so it lives in big blue decks built around ramp, cost reduction or mana doubling, where it resolves as a game-swinging finale rather than a curiosity.
Expropriate comes from Conspiracy: Take the Crown, the 2016 multiplayer draft set built around politics, voting and backroom deals, and its flavor text ties it to the scheming emissary Leovold. This is the Conspiracy: Take the Crown printing, collector number 30, a mythic rare illustrated by Zack Stella, in non-foil.
