Item Description

Baral, Chief of Compliance is everything a spell-slinging blue mage wants on turn two. For two mana you get a 1/3 legend that makes every instant and sorcery you cast cost one less, and every time a spell or ability you control counters a spell, you may draw a card and then discard one. Cheap counterspells get cheaper, and each one that lands filters your hand toward the next answer.

He first appeared in Aether Revolt as the Consulate's chief enforcer on Kaladesh, and he has been a favorite mono-blue Commander pick ever since. A Baral deck stuffs itself with counterspells, cantrips and cost reducers, holds up mana on every opponent's turn and grinds the table down with an ever-improving hand. His three toughness is a nice bonus, letting him block early attackers while he does his paperwork.

This is the Secret Lair Drop printing, collector number 1164, a borderless foil illustrated by Martin Ontiveros. The drop gives the stern bureaucrat a masked new look and flavor text to match, with Baral answering curiosity about what's under the mask with a curt insult.
